Can anyone tell me anything about this platform rocker?

The customer has asked me to make it more sturdy, to make it look
like new without stripping, and to have it re-upholstered. 
Neither one of us knows much about it.  He received it from
his uncle and wants to pass it along to his children. 

He said it was "redone" 20 years ago.  The seat has coil springs with burlap
on top, horse hair on top of that and cotton on top of that. 

The finish is shellac and I have sanded lightly and
lightly rubbed with denatured alcohol and it looks good.

Any information would be greatly appreciated. I've searched the
internet including Tias and Kovels and a couple hours of general search.
